I have thought it proper to state
these facts in case you should deem it expedient to call
upon Commander Taylor for an explanation of the letter.
I would also refer you to Sir F.Lugard's Confidential
despatch of the 26th of August last and point out how
undesirable it is that Commander Taylor should return
A to Hongkong and resume his post as Harbour Master.
